Dear Colleagues:
NASA's Office of Legislative Affairs issued the Annual Call for Legislative Proposals for the FY 2008 NASA Authorization Act. This is an annual call for legislative language to be considered for inclusion in the agency's FY 2008 Authorization bill. The agency's proposed bill will be submitted to the Office of Management and Budget (OMB) this fall as part of the agency's FY 2008 budget package submittal.
This call for legislative language provides the Center with an opportunity to address programmatic and/or policy needs to implement our programs and projects. The Strategic Communications and Development Directorate will prepare the Center's response to this annual call for legislative proposals. You are requested to consider this request in the context of Ames roles and responsibilities currently and projected for the next several years. If you, or your organization, have any legislative proposals to amend NASA's Space Act or to be included in NASA's draft Authorization bill, please contact Terry Pagaduan in my office by Tuesday, October 10, 2006. Any submitted legislative proposal must be reviewed, sponsored and approved by your Directorate. The proposal should include a brief explanation of the purpose of and justification for the proposal, the proposed language, and a proposed sectional analysis. Our Directorate, in concert with the Office of Chief Counsel, is available to assist in drafting the legislation and sectional analysis, as well as ensuring that any legislative proposals are submitted in accordance with applicable Presidential Executive Orders.
This is an excellent opportunity for the Center to propose new legislation that may help support our future needs and provide us with the tools to achieve our goals of enhancing partnerships and developing new initiatives such as small satellites.
I would appreciate any proposed legislative language be submitted to my office no later than Tuesday, October 10, 2006, in order to compile a package for Center management review and approval prior to submission to NASA Headquarters by October 13, 2006.
We will provide each organization with a copy of the final product submitted to NASA Headquarters and keep you informed of the progress of our proposal.
