Description

NASA/JSC plans to issue a Request for Proposal (RFP) to provide Cargo Mission and Flight Crew Equipment (FCE) support.

The Cargo Mission support consists of analytical and physical processing activities to support unpressurized and pressurized cargo requirements for visiting vehicle flights to and from the International Space Station (ISS). The contractor will interface with visiting vehicle providers in the United States, Japan, Europe, and Russia. Typical pre-flight processing activities include but are not limited to the following:

* Preparing Bay Layouts

* Analytical Integration of Packed Bags

* Performing Hardware Receiving Inspection and Requirements Verification

* Labeling

* Physical Packing of the Cargo

* Maintaining Configuration Control

* Shipping Packed Bags to the Launch Destinations

* Developing Integrated Bag Level Hazard Assessments

* Support ISS Program Reviews

Pre-packed cargo will be shipped to launch sites within the United States as well as the French Guiana, Russia, Kazakhstan and Japan. This effort includes building, maintaining, and preparing cargo transfer bags and Flight Support Equipment (FSE) for flight activities. This contract may require the design and fabrication of unique FSE for hard-mounted items.

This contract will also include FCE processing activities to support flight and training requirements for the ISS and Constellation Programs. This effort includes but not limited to buying, maintaining, and preparing FCE for flight and training activities. Typical FCE under this procurement includes but is not limited to the following:

* Crew Clothing

* Personal Hygiene Items

* Housekeeping Items

* Audio/Video Equipment and Associated Cabling

* Laptop Computers and Support Equipment

* Batteries

This procurement is a full and open competition.

The NAICS Code and Size Standard are 541690 and average receipts of $7 Million, respectively.

The anticipated release date of the DRAFT RFP is on or about September 2009. The anticipated release date of the FINAL RFP is on or about November 2009, with an anticipated proposal due date on or about January 2009.

The Government anticipates an Industry Day on May 4, 2009. See details below.

The Government is seeking input on how to best implement the requirements outlined on the websites referenced above. Interested parties are invited to submit a capability statement. Capability statements shall not be longer then 5 pages and sent to the Contracting Officer listed below no later then April 29, 2009. Capability statements shall include the following:

* Business Name and Address

* Point of Contact

* Business Classification (LB, SB, SDB, 8(a), HUBZone, WOSB, VOSB, SDVOB, HBCU/MI),

* Intention to bid this work as prime or subcontractor List any teaming arrangement(s), if any

The requirements for the Cargo Mission Contract (CMC) will derive from the current CMC, NNJ04AA03C. The requirements for FCE will derive from some of the FCE requirements included in the Space Program Operations Contract (SPOC), NNJ06VA01C.

The CMC is anticipated to have a Period of Performance (POP) of at least five years.

A phase-in period of 90 days is planned for the anticipated contract.

An ombudsman has been appointed - See NASA Specific Note "B".

Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

Prospective offerors are invited to submit written comments or questions via electronic transmission or by facsimile transmission. When responding reference NNJ09ZBG003R. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED.

NASA/JSC is hereby notifying interested parties that NASA is planning to hold the CMC Industry Day on Monday, May 4, 2009, from 9:00 - 11:00 a.m., Central Daylight Savings Time (CDST), at the NASA/Johnson Space Center Gilruth Recreation Center in the Alamo Ballroom. One-on-One communications will follow at the Gilruth Center. See below for information on how to sign up for One-on-One sessions.

A. The goals of the CMC Industry Day are:

i. To promote competition on the proposed CMC acquisition;

ii. To develop industry understanding of the Government's current vision and objectives pertaining to pre-solicitation synopsis NNJ09ZBG003R for ISS CMC;

iii. To provide industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the CMC procurement strategy;

iv. To encourage offerors to submit questions and comments in writing via the CMC website or in person during Industry Day. The Government will respond in writing to all questions submitted by posting them to the NAIS and the CMC procurement website.

B. Registration Requirements for Industry Day:

Interested parties are requested to RSVP for Industry Day and, if desired, One-on-One Communications with Industry by close of business on Wednesday, April 29, 2009 by e-mail to the Contracting Officer, Eric Schell, at eric.j.schell@nasa.gov.

The RSVP should include the following information:

i. Subject line: "ISS CMC Industry Day RSVP"

ii. Point-of-contact's name, telephone number, and company

iii. Names of all the attendees from interested company

C. One-on-One Communications with Industry:

Guidance for conduct of the One-on-One communications will be provided on the ISS CMC website @ http://procurement.jsc.nasa.gov/cmc .

The CMC Procurement Development Team (PDT) has scheduled the Rio Grande Room in the Gilruth Center for May 4, 2009 from 1:00 p.m. to 4:00 p.m. and May 5, 2009 from 8:00 a.m. to 4:00 p.m. Meetings are limited to forty-five minutes.

Interested parties are limited to five attendees per offeror. The request for a One-on-One meeting should include the same information as (B) Registration Requirements for Industry Day, except the subject line should read; "ISS CMC One-on-One Request."

Interested parties wishing to RSVP for both Industry Day and One-on-One Communications may reference both in the subject line of the e-mail which indicates the offeror's interest. Interested parties are limited to one (1) One-on-One Communications meeting per offeror. Meetings will be scheduled on a first-come, first-served basis.

D. A Draft Request for Proposal (RFP) is planned to be released. After the draft RFP is released, NASA/JSC will hold a pre-proposal conference. Industry will then be solicited to submit questions in writing so that the Government may officially respond.

Directions to the Gilruth Center:

Heading South on I-45, turn Left on Bay Area Boulevard (East). Proceed approximately 3 miles on Bay Area Boulevard, and then turn Right on Space Center Boulevard. Proceed approximately 2 miles on Space Center Boulevard through two stop lights. Turn Right to the Johnson Space Center Gilruth Center. Proceed to the Gilruth Building parking lot. Enter through the Gilruth Center's front entry, and the Alamo Ballroom will be on your left.
