NASA applied funds from the American Recovery and Reinvestment Act (ARRA) of 2009 to work on the Orion Crew Exploration Vehicle Project. The total amount is $165.9 million. This is a modification to an existing contract with Lockheed Martin Corporation of Denver, Colorado.
Funds will be used to reduce schedule risk by initiating purchases of long lead components and moving forward with the design of Orion engineering development units. These items include avionics systems integrated circuit builds, procuring communication systems hardware, avionics integrated lab testing infrastructure, docking hatches, numerous mechanisms, advanced window materials and Propulsion and Environmental Control System units.
This ARRA funded work also will reduce technical risk by adding additional fidelity to the Orion ground test article. This additional fidelity will provide better test results and understanding of the Orion structural loads environment. This also includes adding the service module section to the Orion ground test article.
The ARRA funds also will be used for technology development testing to improve the crew safety of the Orion spacecraft. The goal of the testing is to better understand the potential failure limits of items, such as the thermal protection system's advanced materials, advanced aluminum alloys and titanium fasteners.
The Orion Crew Exploration Vehicle contract was awarded on a competitive basis. In order to preserve Orion Crew Exploration Vehicle jobs using the Recovery Act in the most prudent business manner, within the time constraints imposed, the existing Orion Contract is the most appropriate contractual vehicle for the work required. This amendment was issued using the same cost-type contract arrangement that was established from the original contract competition. A cost-type arrangement is appropriate due to uncertainties involved in contract performance that do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
