NASA/KSC intends to purchase the web service from Mayo Foundation for Medical Education and Research, 200 SW First ST, Rochester, MN 55905. The Mayo health assessment web-based portal interfaces with historical and recent data generated by the NASA Occupational Health Program. The current system allows NASA to customize the information on the site. Through the customization, NASA has acquired data necessary to support an agengcy-wide longitudal health study. Therefore, NASA intends to continue the customized service from Mayo to maintain control of data necessary for study, and to retain the accumulated data gathered over the years.
The requirement consist of an interactive health assessment web-based portal dedicated to NASA. The web-based portal requires:
Access to the portal via a NASA specific URL and member-specific passwords. Healthy lifestyle tools for areas such as weight, fitness, stress, and tobacco cessation. Health condition tools for diseases such as diabetes, asthma, and heart disease. Single/dual/enhanced validation for registration or specific wellness campaigns. An extranet tool allowing specific text and links to NASA information within the portal. Access by certain NASA representatives to the web portal report suite (utilization, demographics, content, time period, etc.). Rules-based customization that will enable unique messages and links to specific sub populations. A Tufts Medical Center Work Limitations Questionnaire Productivity Survey (in English and Spanish) added on to the health assessment data. Data-specific (e.g., risk and condition data) extract reports providing information about NASA health assessment participants. Rewards points incentive programs (and incentive tracking capabilities) designed to increase level of participation by NASA employees. Also to be provided to NASA is annual campaigns to advertise ongoing health promotion activities and updates to the health assessment website portal. One onsite support visit by Vendor per year that may be a planning meeting, review meeting, training meeting, or special event will be conducted at no additional charge.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 30, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
