NASA/JSC has a requirement for a follow-on contract for the Robotics Workstation (RWS) software, RWS Hardware Sustaining Engineering, Grapple Fixture (GF) Sustaining Engineering, Latchable Grapple Fixture (LGF) Manufacture and Delivery and RWS Hardware Life Extension to 2028. The baseline period of performance will be for nine month from January 1, 2013 through September 30, 2013 and two 1-year options through September 30, 2015, This is a Firm Fixed contract to provide maintenance, overhaul and repair, hardware development, essential engineering expertise, system design, operations knowledge, and production capabilities needed by the NASA Johnson Space Center (JSC) to effectively support the RWS operational activities related to the International Space Station (ISS).
NASA/JSC intends to purchase the requirement from the Canadian Commercial Corporation (CCC)/ MacDonald Dettwiler, and Associates Ltd. (MDA) on a sole source basis. The CCC is an export agency of the Government of Canada which acts as the prime Contractor for this contract. MDA is the first-tier Subcontractor. The CCC provides NASA with a guarantee of contract performance backed by the Government of Canada. The existing contract number is NNJ080GA03C, which expires on December 31, 2012. The follow-on contract is planned to begin on January 1, 2013. MDA has also performed RWS work under contract NAS9-03045, (January 1, 2003 through December 31, 2007), NAS9-97220 (January 19, 1998 through December 31, 2002) and contract NAS9-18552 (January 1, 1992 through December 31, 1997). Current market research indicates that MDA, by virtue of being the designer, developer, and manufacturer of the RMS from its inception date, has acquired a unique level of expertise and corporate knowledge necessary to provide the required program support that is currently not available from any other source. MDA has gained extensive experience from fabricating the qualification and flight systems and from the redesign and requalification of the Shuttle Remote Manipulator System (SRMS) replacement components required after STS-51L. MDA has the documentation, equipment, facilities, and the personnel expertise required for all areas of program support to the RWS and GF.
The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 18, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.
