NASA GSFC is seeking potential partners having demonstrated experience supporting the elements throughout the system life cycle (Phases A through E) (further specified in the attached document). The EV program consists of a series of uncoupled, relatively low-to-moderate cost, small to medium-sized, competitively selected, full orbital missions (EVF), instruments for orbital missions of opportunity (EVi) and sub-orbital projects (EVS).
While the exact AO schedule cannot be specified at this time, the following is estimated based on information currently available (essp.larc.nasa.gov/EV-2/ev2_AOppconf.html):
2013 EVS, EVi
2015 EVF, EVi
