NASA/NSSC has a requirement for a Satellite Communications Design and Engineering Course.
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
Training shall be held on-site at NASA Goddard Space Flight Center during the week of May 12, 2014 and shall consist of one three-day session for a minimum of 18 students.
The objective of the training is to cover knowledge in the following areas: i. Mission Analysis. Kepler's law, circular and elliptical satellite orbits, altitude regimes, period of revolution, Geostationary Orbit orbital elements, ground trace. ii. Earth-Satellite Geometry. Azimuth and elevation, slant range, coverage area iii. Signals and Spectra. Properties of a sinusoidal wave, synthesis and analysis of an arbitrary waveform, Fourier Principle, harmonics, Fourier series and Fourier transform, frequency spectrum. iv. Methods of Modulation. Overview of modulation, carrier, sidebands, analog and digital modulation, need for RF frequencies. v. Analog Modulation. Amplitude Modulation (AM), Frequency Modulation (FM). vi. Digital Modulation. Analog to digital conversion, BPSK, QPSK, 8PSK FSK, QAM, coherent detection and carrier recovery, NRZ and RZ pulse shapes, power spectral density, ISI, Nyquist pulse shaping, raised cosine filtering. vii. Bit Error Rate. Performance objectives, Eb/No, relationship between BER and Eb/No, constellation diagrams. Why do BPSK and QPSK require the same power? viii. Coding. Shannon's theorem, code rate, coding gain, methods of FEC coding, Hamming, BCH, and Reed-Solomon block codes, convolutional codes, Viterbi and sequential decoding, hard and soft decisions, concatenated coding, turbo coding, trellis coding. ix. Bandwidth. Equivalent (noise) bandwidth, occupied bandwidth, allocated bandwidth, relationship between bandwidth and data rate, dependence of bandwidth on methods of modulation and coding, tradeoff between bandwidth and power, emerging trends for bandwidth efficient modulation. x. The Electromagnetic Spectrum. Frequency bands used for satellite communication, ITU regulations, fixed satellite service, direct broadcast service, digital audio radio service, mobile satellite service. xi. Earth Stations. Facility layout, RF components, network operations center, data displays. xii. Antennas. Antenna patterns, gain, half power beam width, efficiency, side lobes. xiii. System Temperature. Antenna temperature, LNA, noise figure, total system noise temperature. xiv. Satellite Transponders. Satellite communications payload architecture, frequency plan, transponder gain, TWTA and SSPA, amplifier characteristics, nonlinearity, intermodulation products, SFD, backoff. xv. Multiple Access Techniques. Frequency division multiple access (FDMA), time division multiple access (TDMA), code division multiple access (COMA) or spread spectrum, capacity estimates. xvi. Polarization. Linear and circular polarization, misalignment angle. xvii. Rain Loss. Rain attenuation, crane rain model, effect on G/T, frequency dependence. xviii. The RF Link. Decibel (dB) notation, equivalent isotropic radiated power (EIRP), figure of merit (G/T), and free space loss. Why does the free space loss depend on wavelength? Satellite EIRP and G/T footprints, power flux density, carrier to noise ratio, the RF link equation. xix. Link Budgets. Communications link calculations, uplink, downlink, and composite performance, link budgets for single carrier and multiple carrier operation, detailed work examples. xx. Performance Measurements. Satellite modem, use of a spectrum analyzer to measure bandwidth, C/N, and Eb/No, comparison of actual measurements with theory using a mobile antenna and a geostationary satellite.
The vendor shall be responsible for providing all course notes, book of collected tutorial articles written by the instructor, and soft copies of the links discussed in class. The vendor will take attendance on rosters provided by GSFC and will provide end of course evaluations completed by participants to GSFC. Offeror should include a proposed course outline/curriculum that will address all requirements identified in the statement of work. The proposed curriculum should be well thought out and utilize appropriate instruction techniques or approaches. Offeror should include the instructor's biography and resume' to show the appropriate education, training and experience necessary to conduct this course successfully.
This acquisition is a small business set aside reserved exclusively for small businesses. The offeror shall state in their offer their size status for this procurement. A firm fixed price contract is anticipated.
All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by April 25, 2014 by 3:30 p.m. CST to Tammy L. McIver, Tammy.L.McIver@nasa.gov, or faxed to 228-813-6891 and must include solicitation number, discount/payment terms, identification of any special commercial terms, and be signed by an authorized company representative. FAR 52.212-4 (SEP 2013), Contract Terms and Conditions-Commercial Items is applicable. Evaluation Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the training offered meets the Government's requirement. Each offeror's quote shall include a listing of three occurrences teaching the three-day Satellite Communications Design and Engineering course in the past three years. The dates of training for each of the three courses shall be provided. A point of contact reference including name, phone number and email address shall be included for each of the three courses taught. NASA/NSSC will contact each of the three references for each offeror to verify that the course was taught on the dates provided and that the course of instruction was satisfactory. Failure to provide three offerings including references of the three-day Satellite Communications Design and Engineering courses taught in the past three years will be deemed technically unacceptable. If a reference for an offeror's three-day Satellite Communications Design and Engineering course states that the training was less than satisfactory, the offeror will be deemed technically unacceptable. NASA/NSSC will make multiple attempts to contact references. Offeror's quote shall not exceed 5 pages in length.
Any offeror that does not meet all of the requirements listed in the "Evaluation" section of this solicitation will receive an overall "DOES NOT MEET" and will be eliminated from further consideration and be deemed technically unacceptable. An ombudsman has been appointed -- See NASA Specific Note "B".
