Description
THIS IS NOT A NOTICE OF SOLICITATION; IT IS A REQUEST FOR INFORMATION (RFI). NASA does not intend to award a contract on the basis of this information, but hopes to formulate a requirement for NASA ABORT TEST BOILERPLATE CREW MODULE (CM) GASEOUS NITROGEN (GN2) COLD-GAS REACTION CONTROL SYSTEM (RCS) based on the need for this type of technology and its feasibility based upon the responses to this Request for Information (RFI). This RFI is for internal NASA planning purposes only, and seeks to provide industry and academia the opportunity to verify the reasonableness and feasibility of the prospective requirements.
This Request for Information (RFI) is to obtain information from manufacturers of high pressure gaseous nitrogen components and cold gas thruster systems regarding the costs and delivery times required to design, analyze, build and test either an integrated system or individual components per the requested specifications. This hardware could potentially be used to provide attitude control for a boilerplate crew module (CM) during Abort Flight tests that support development of the Crew Exploration Vehicle (CEV). This hardware is not required to meet human-rating requirements as all flights will be unmanned. The government is considering procurement of three flight sets of hardware, along with additional components for ground testing. Please see the attached file entitled RFI-CM RCS Final. Direct all technical questions to Shane Malone, Project Engineer, (216) 433-9706.
This RFI has no overall page limit and no response will be excluded from review. ALL PROPORIETARY INFORMATION SHOULD BE MARKED. RESPONSES WILL BE HANDLED ACCORDINGLY.
Responses may be submitted either via hard copy to the following address:
NASA Glenn Research Center Mail Stop 301-3 Attn: Shane Malone 21000 Brookpark Road Fairview Park, OH 44135
OR electronically to the following e-mail address: Shane.P.Malone@nasa.gov
RESPONSES SHALL BE SUBMITTED NO LATER THAN COB ON JULY 07, 2006.
This Request for Information should not be construed as a commitment by the Government, nor will the Government pay for the information submitted in the response. Respondents will not be notified of the results.
In the even a solicitation is issued, any information related to the solicitation will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 . It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, (if any).
All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
